Restarting a PoE Hub remotely is useful when it's in a hard-to-reach location or the customer isn't available to help. The Hub's BIOS defaults to powering back on automatically after an outage, so pairing it with a smart plug lets you power-cycle the Hub remotely through the smart plug's app. Note: don't overload the smart plug's circuit, and keep the smart plug on the same internet connection as the Hub - if that connection drops, you won't be able to control the plug remotely.
